Construction underway for new supportive housing in Burlington

Champlain Housing Trust has begun work redeveloping a building at 322 St. Paul Street in Burlington to create 10 new, service supported apartments. The redevelopment is part of pilot project supported by the State of Vermont to address gaps in housing for individuals eligible to receive Medicaid-funded Developmental Disabilities Services.

CHT has been working with the Developmental Disability Housing Initiative (DDHI), a parent advocacy group of over 100 families, to develop a model of service-supportive housing that will offer opportunities for residents to live as fully and independently as possible. Besides the individual apartments on St. Paul Street, there will be two suites for overnight staff, office space for service providers, a common kitchen/dining/living space, laundry facilities, porches, and gardens.

While these 10 apartments represent a major step forward, work continues to push to fund the creation of 600 similar homes statewide which is the identified need.

The building, which has been owned by Champlain Housing Trust since 1990, will undergo substantial rehabilitation and have an addition built to create the new apartments and common space. Construction is just underway and expects to be completed by January, 2027.

This development in Burlington has received funding from the Vermont Housing & Conservation Board, including a special appropriation made by the Legislature in 2025, the City of Burlington’s Community Development Block Grant program, and the Vermont Housing Improvement Program.

The project architect, Duncan Wisnewski, developed the design with input from the DDHI families. The construction contractor is Neagley & Chase Construction Company.
